Students Urged to Enter Music Contest: The Rappahannock Lions Club will sponsor and conduct the 26th Annual James A. Bland Music Contest on February 8, 2009 at the Theatre in Washington, Virginia.  The contest is for solo vocalists and instrumentalists in elementary-middle and high school.  Cash prizes are awarded to the top 2 place winners in the elementary-middle and high school vocal and instrumental categories. Winners are eligible to proceed to the regional level contest and if successful there to the district and state contests. Interested RCPS students can obtain the contest rules and registration forms from Mr. David DeBoer and Mr. Ben Beasley.

National Honor Society (NHS) Sponsors Blood Drive: The NHS is sponsoring a Blood Drive Thursday, Dec. 4, from 8:30 a.m. to 2:30 p.m. in the RCHS gymnasium. Anyone ages 16 years and older may donate. Students who are ages 16 and 17 years must have parental permission. Forms are available in the RCHS library / media center. 

Farm-To-Table Program Sells Christmas Centerpieces: The RCHS Horticulture / Farm-to-Table program is offering a few items for sale for Christmas.  The items include wreaths and centerpieces, made by the students to raise funds for the program. Orders must be placed by December 16. Pick up will be on December 19.

Scholastic Bowl - No contests week of 11/24

Varsity Basketball (Girls) - Rapp defeated WCDS - score not available.

Varsity Basketball (Boys) - On 11/25/08 RCHS defeated Wakefield Country Day School 64-48. 

JV Basketball (Boys) - No contests week of 11/24

Varsity Wrestling - At the Culpeper Duals on 11/29, RCHS defeated Freedom HS (AAA) and Culpeper HS (AAA). These are the first team wins in several years for the program.  Rapp was defeated by three larger AAA schools. Jeremy Diley (heavyweight) went 5-0 with all pins to capture 1st place and was named Most Outstanding Wrestler. Also Cameron MacArthur (135 lbs.) went 3-2 and finished with a 3rd place medal, Tyler Armor (152 lbs.) went 3-2 and finished with a 3rd place medal, and Matt Fletcher (160 lbs.) went 3-2 and finished with a 3rd place medal.

RCHS Athletic Department Plans Winter "Rec League" Basketball Program: The RCHS Athletic Department is planning to sponsor a "Rec. League" Basketball program for boys and girls in grades 3-4 and 5-7. The program will start in January. Further information will be sent out through Tuesday folders and RCPS Facts 4U in December.

November 12, 2008 RCPS Facts 4U

Annual RCHS Veterans' Day Ceremony at RCHS:  The ceremony, sponsored by the Rappahannock County Band Boosters, was held the morning of Nov. 11 in the gym. Members of Boy Scout Troop 36 presented the Colors. Co-SCA Presidents AJ Collins and Emily Spivey welcomed the crowd of RCHS students and about 100 veterans and family members to the celebration. The award-winning Panther Band performed a number of patriotic selections. RCHS Teacher Patti Waddell introduced the guest speaker, RCHS graduate Staff Sgt. Josh Waddell, who shared a pictorial and descriptive account of his deployments to Afghanistan and Iraq where he served as a Paramedic. He urged the students to serve their country either in the Service or through volunteering in the community. Waddell is employed as a Paramedic with Valley Medical Transport. He also continues to serve his country as a member of the Army Reserve and as a volunteer with the Sperryville Fire Department and the Sperryville Rescue Squad. Thank you to all participants for making an already special day an especially meaningful one for veterans, families, students, and school employees!

American  Education Week is November 16-22: We thank our Teachers and support staff for the work they do to provide a high quality education for Rappahannock students.


Growing Pride = Local Food Tastings 11/13 and Local Foods Day 11/18: Farm-to-Table Teacher Trista Scheuerlein submitted this report: On Thursday, November 13, students at both RCHS and RCES will have the opportunity to taste Roman Pork and Apple Stew during lunch as part of the Farm-to-Table Program's Seasonal and Local Foods Tasting. This recipe will be made using local apples from Lee's Orchard. This is an ancient recipe from the Roman Empire and may be the oldest recipe in recorded history!
Students and teachers alike are also finding student-grown lettuce and kale on the school salad bar this fall. Lettuce, kale, beets, and spinach are growing in the high school and elementary school raised beds and in the newly completed hoop-house at RCHS. This hoop-house is home to over 200 lettuce plants in various stages of growth so that RCPS students will have access to fresh, student-grown produce in the school salad bars throughout the winter months. Horticulture students are "Growing Pride" as they increase the availability of delicious, nutritious produce grown using organic methods.
On Tuesday, November 18, The Rappahannock County Agricultural Extension Service is teaming up with the RCPS Director of Food Services, Brenda Payne, to sponsor the first Local Foods Day in the Rappahannock County School Cafeteria. Locally-raised beef, apples, and lettuce will be served in the cafeteria lines at the public schools to increase the awareness of Rappahannock-grown products and their availability here in our county.

Scholastic Bowl -
Report from Coach David Naser: "In a Tournament sponsored by VA Tech the Rapp A team of AJ Collins, Austin Burnett, Greg Czejak, and Tyler Crews won 6 matches and lost 3 and earned the team a chance to attend a National Tournament.  They averaged 354 points per match, and A.J. was the number one individual scorer in the 18 teams at the EQUINE II tourney. The Rappahannock B Team, consisting of Taylor Light, Case Kramer, John Kennedy, and Danny Collins, who was allowed to play as a 7th grader, won 4 matches and lost 5 in their matches for the day." 

Jr. High Football - Was defeated by Eastern View HS.
Volleyball - The Panther Volleyball Team ended its season in the quarterfinals of Region B with a 3-0 defeat to Wilson Memorial HS.

Funding Team Asks Rappahannock Citizens for Help: The Rappahannock County and School Funding Team needs your help. The Team ( members are: Ron   Frazier, Roger Welch, Rosa Crocker, Wes Mills, John McCarthy and Bob Chappell) is asking our representatives in the General Assembly to change the school funding law.

· § 22.1-98.2  - "Certain agreements; adjustment of state share for basic aid" Amend the law to allow school divisions with 1,200 (law currently says "350") or fewer students to seek to participate in agreements with other school divisions for the purpose of saving money in return for obtaining a more favorable Local Composite Index (LCI), the State's school funding mechanism. If Rappahannock, which has an enrollment of 941, could be included in this law, we could seek to pay another county to provide certain services for us at lower costs. In return, we could get that county's Local Composite Index (LCI). Rappahannock could improve its State funding from roughly 20% (Rapp has a .80 LCI), for example, to 35% if we partnered with a county that has a .65 LCI. If the county-partner has a .45 LCI, we could be eligible for 55% State funding. That would mean a lot more State money and a lot less Rappahannock County tax money.


· Cost of Competing Adjustment (COCA) - For several years, we've been trying to get COCA funding. This is the extra State money that all Northern Virginia localities plus Culpeper and Warren counties receive. COCA was started years ago to provide extra money to Northern Virginia counties and cities to help them compete in the high cost Washington metropolitan statistical area. County Administrator John McCarthy is working with Congressman Eric Cantor's office to try to get Rapp included in the DC statistical area. Delegate Todd Gilbert and Senator Mark Obenshain are presenting budget amendments to the Virginia General Assembly to get Rappahannock the COCA funding. COCA, if approved, would be phased in over several years.


Note: The Funding team, with County Administrator John McCarthy as chairman, is also trying to work with key legislators to get some of the conservation funding allocated to high "use value" localities as a "credit" for those localities. This
credit would free up local funds -potentially 100k for Rappahannock - for local use (possibly for allocation to schools) that under current legislation would have been sent to the state for the conservation program. We are not seeking your help on this at present.

What can you do?

· Write, call or email Delegate Todd Gilbert and Senator Mark Obenshain to express your support for a) the amendment to 22.1-98.2 that would allow the RCPS to get more State money in exchange for working with other counties to save money; and b) The budget amendment for Rappahannock County to receive the Cost of Competing adjustment (COCA). These two gentlemen support our efforts, but they need to hear from you. You may wish to contact other State legislators.

· Participate in a "Rapp Caravan to the General Assembly" in February; date TBA, to show strength in numbers at General Assembly Committee hearings to be held in Richmond. To participate in the caravan, Contact Bob Chappell at work 987-8773, home 987-8054, or at rchappell@rappahannock.k12.va.us   or John McCarthy at jwmccarthy@rappahannockcountyva.gov if you want to join our Team's efforts to reduce the burden on local taxpayers.

Why should I help? In just three years, the State has gone from paying roughly 30% of the cost of a child's education to just 20% for next year.  The change to 20% means a loss of thousands of dollars of State aid to our schools. RCHS Ranks High Among Schools in DC Metro Area on "Challenge Index:" In the spring of 2007, RCHS students took nearly twice as many Advanced Placement (AP), Cambridge and qualifying dual enrollment exams (149 tests) as the number of graduating seniors (88) to earn a Washington Post / Newsweek Magazine Challenge Index of 1.932 ( N.Va. Schools Top Challenge Index Survey , by Jay Mathews, December 13, 2007, the Washington Post ). Mathews reported that "Nationally, only about 5 percent of public schools achieve a 1.000 rating, which means they give as many tests as they have graduating seniors, on the Challenge Index." RCHS ranked 67th of 186 DC-Area schools on the Challenge Index and 34th/186 on the percentage of AP tests taken with scores qualifying the students for college credit. Parents May Obtain KidSafe Virginia Parent Guides

Prevention Comes First: Parent Guide to Personal Safety for Youth, is to educate parents about some of the potential safety threats children may face and to assist parents in communicating with their children about personal safety. The topics covered in the guide include: fire safety, internet safety, driving safety, bullying, gangs, inhalant abuse prevention, and underage drinking.

RCHS Report Cards Were Mailed Home Nov. 30th ; On Tuesday, Dec. 11th,  RCES Interim Reports Go Home.


Funding Team Reps Meet With Delegate Todd Gilbert : On Nov. 30, representatives of the Rappahannock County and School Funding Team met at the Café in the Town of Washington with Delegate Todd Gilbert. Superintendent Bob Chappell, BOS Chairman Bob Anderson, School Board members Rosa Crocker and Wes Mills presented a letter to Gilbert. In the letter, Chappell and County Administrator John McCarthy asked Gilbert and Senator Mark Obenshain, our two Virginia General Assembly reps, to sponsor an amendment to Virginia statute § 22.1-98.2  "Certain agreements; adjustment of state share for basic aid."  


Currently, the statute permits only those school divisions that have 350 or fewer students to seek to participate in agreements with other school divisions for the purpose of saving money in return for obtaining a more favorable Local Composite Index (LCI). Presently, Highland County is the only school division eligible with a September 30 Membership of 283. The Virginia Department of Education sets regulations and standards for these agreements. Agreements must also be approved by the Governor's office.


Excerpts from the letter: Our request is that you consider an amendment that would increase the threshold for eligibility under this statute from 350 to 1,200 students so that more than one locality may benefit from the provisions of the statute. Superintendent Bob Chappell has held preliminary discussions with Division Superintendents of several other localities. They have expressed interest in talking further with Rappahannock about entering into cost-saving agreements. Any proposed agreement would require the approval of the School Boards.


The Rappahannock County Public Schools are facing a real fiscal crisis. Our enrollment has declined at an average rate of 2% / year since 2004. The increase in the LCI for Rappahannock County from .7463 to .8000 for the 2008-2010 biennium will likely result in a reduction in State funding even if the ADM were to remain constant. (Note: an LCI of .8000 means that we will get roughly 20% of the cost of educating children from the State. If our LCI were .5500, we would get roughly 45% of the cost of educating children from the State.) If we receive less State aid in FY09, that would be the third consecutive year of reductions in State aid to the Rappahannock County Schools (two due to increases in the LCI, one due to a drop in ADM).


Local taxpayers are bearing the brunt of making up for the lack of adequate State funding. There is no corporate tax base in Rappahannock. The "use value" taxation that helps to retain the rural nature of our community also results in some perceived disparities for local taxpayers, especially those on fixed incomes whose property often does not qualify for "use value." The bottom line is that we need the State's help. We appreciate your assistance in this matter.

Note: At a Board of Supervisor's meeting on Dec. 3, Chappell told the BOS: "When we propose budget increases to improve the services to Rappahannock children and parents, it's not our goal to increase taxes. If the State makes the change we are requesting to the law, we could realize - at the very least - hundreds of thousands of dollars in additional State revenues. It's time for the State to pay its fair share (to help reduce the burden on local taxpayers)."


Additional note: Superintendent Chappell expects to receive the first draft of the State's "Efficiency Review" of the RCPS in December. "I'm not allowed to release the draft report," says Chappell, "but it's fair to say that the budget I propose to the School Board in February will contain some of the State's recommendations." The final report is due out in May.


Fitness Center Discounts for College Students and RCPS Parents: During December and January there will be a 50% discount for all College Students and RCPS Parents. This is a great deal for students home on winter break and for parents, especially parents who wait for their kids at winter practices.

Rapp-Fitness Center Membership Rates :

$7- One month or $60 / year for age 62+, for county fire & rescue volunteers, part-time school and county employees, and for state employees who work in Rappahannock County (State Police, VDOH, VDOT, Etc)

$14- One month or $120 year for county residents

$23- One month or $180 / year for non-residents

$7- Per day for daily users - county residents, $10 for non residents

Note: Full-time school employees, full-time county employees and all K-12 students (regardless of where they attend school) may be members at no charge.

Lions Club Makes Donation for Scoreboard: Recently Rappahannock Lions' President Larry Grove handed a check for $2,500 to RCPS Athletic Director Bob Czekaj to purchase a scoreboard for the Auxiliary Gym located behind RCES. We thank the Lions for this generous donation and for the annual service the club provides with the Sight and Hearing Van used to screen our children.

Anonymous Donation in Memory of John W. Glasker:   On November 27, an anonymous donor and friend of the late John W. ("J.W.") Glasker handed a check for $6,000 to RCES Principal Carol Johnson. The donor made the donation to establish the "John W. Glasker Literacy Memorial" at the school. The Rappahannock News has agreed to run an article with greater details at a later date. We thank this anonymous citizen for this generous donation.


How May Individuals, Civic Clubs, and Businesses Make Donations to the RCPS ?  

· Individuals, civic clubs, and businesses may, with prior written approval of the Principal, donate gifts directly to RCES or RCHS. Gifts may be monetary or non-cash donations. Donation forms are available in each school office. All gifts become the property of the schools. Donations in this category are not considered "fund-raising," which would involve asking others for donations to the schools.

· School-related booster organizations like Headwaters, Rappahannock County School Sports Association (RCSSA), Rappahannock County Band Boosters (RCBB), and the PTO may raise funds on behalf of the schools. Headwaters' Executive Director Cole Johnson at 987-3322, Band Director Matt Yonkey at 987-8575, RCES Band Director Ben Beasley at 987-8259, RCES Principal Carol Johnson at 987-8259, and RCSSA President Rich Hogan at 987-8575 can provide names of persons authorized to raise funds for those organizations. Girls' Volleyball Finishes Season in Virginia's Group A Final Four :

Hundreds of Rappahannock fans traveled to Richmond, Friday, November 16, 2007 for the Panthers' semifinal game against Gate City HS from SW Virginia. The team played very well to tie Gate City 2-2 through four games, but fell to the eventual State runner-up in the fifth game. We are very proud of our Final Four team. Thank you for a great season!

RCPS Seeks Parent Input to Math Task Force: Message from Assistant Superintendent Dr. Becky Greer: Parents of Rappahannock County Public School students are most cordially invited to attend the Math Task Force  meeting on Tuesday, November 27 at the School Board Office.  The meeting will begin at 3:50 pm.  The purpose of this invitation is to offer parents the opportunity for providing positive suggestions and insights regarding the RCPS mathematics program from a parent's perspective.  If you have suggestions that you would like to be considered but are unable to attend, you are invited to provide your suggestions in writing.  Please mail, fax, e-mail, or drop-off your written suggestions at the School Board Office addressed to Members of the Math Task Force. 

  The desired outcome of the Math Task Force is to provide each RCPS student with the opportunity to achieve at the highest level in an outstanding mathematics program that meets his/her needs for the present and the future.

School Board Approves Superintendent's Recommendation that "Inclement Weather Make-up Days" NOT be used for October 10: The RCPS exceeds the minimum hours of instruction required by the State. Therefore, "Inclement Weather Make-up Days" will be reserved for days missed due to bad weather. We will not make up Oct. 10 missed due to the disinfection of buildings and buses (MRSA).

RCHS Leadership Development Class Starts "Re-Cycling War:"

From November 12-15 Ms. Elizabeth Blubaugh's Leadership Development class commemorated America Recycles Day with a contest between classes at RCHS. Called the "Recycling War," the project had students collecting "about 1,900 # 1 and 2 plastic bottles the first two days, a very significant amount of bottles," according to class representatives Amanda Phillips and Jesse Ramirez. "Rappahannock County High School has not had a recycling program in the past, and we are attempting to address this shortcoming," they said.

Students found the National Re-Cycling Coalition's website, http://www.nrc-recycle.org/, and entered the 1,900 plastic bottles in an on-line calculator to measure the impact their recycling efforts had made on the environment. The calculator showed that the students' recycling of 1,900 plastic bottles in one week would save enough fiber to make 19,760 t- shirts a year if the same amount was collected every week for 52 weeks ( http://www.nrc-recycle.org/). "This (helping the environment) is the main reason we try so hard to get across to kids about the importance of reducing, reusing and recycling," said Phillips and Ramirez.

Note: This RCHS class is also working with Updike Industries and Rappahannock County Administrator John McCarthy to locate white paper recycling bins at both schools.

Annual Notification: Annually we notify parent, teacher, and employee organizations regarding the availability of the school's Asbestos Management Plan and any asbestos actions taken or planned in the school. The Asbestos Management Plan is located at the School Board Office and each school has a copy of the plan in the Principal's office. Schools Use Disinfectant Foggers: After 4:30 Friday we activated Sani-Guard foggers throughout both schools to disinfect all surfaces. This product dries on contact, is designed to kill MRSA and other bacteria + viruses. We have carefully reviewed the MSDA and "Efficacy" sheets:

Today's Football Game Postponed : Due to heavy rains RCHS officials made the decision Friday to postpone the game scheduled for today (10/27) to this coming Monday at 4:00. The Marching Band and Cheerleaders will also perform. Seniors from all fall sports teams will be recognized. Go Rapp; upset Strasburg! This is the final home game of the 2007 season.

Oct. 22 Update on Infection Situation: As promised in a previous RCPS Facts 4U, we will make public notification(s) of doctor-confirmed cases of Methicillin-resistant Staphylococcus Aureus (MRSA). On Oct. 19, we received written notification from a doctor's office that they had diagnosed a student from RCHS with MRSA. This is the third doctor-confirmed case at RCHS. The doctor treated and released the student. Also late on the afternoon of Oct. 19 we received written notification from a doctor's office that they had diagnosed a student from RCES with MRSA. This is the first confirmed case at RCES. That student was treated and released by the doctor to return to school.

NOTE: We are requiring a doctor's note for any student who has the MRSA infection (or any serious contagious disease) to return to school. If a parent is stating that their child has MRSA infection or any serious contagious disease, the student will not be allowed to attend school until the parent provides a doctor's note stating that the student may return to school.


In addition to the deep cleaning / disinfection done at both schools and on school buses on Oct. 10-11, our staff remains vigilant in reminders to all employees and students to wash hands with soap and warm water regularly. At RCHS there are hand sanitizers at the entrance to the cafeteria. RCES has provided containers of commercially prepared hand sanitizer for each classroom. Employees will continue regular disinfection procedures recommended by the hospital infection-control department of wiping down and spraying surfaces in both schools and on school buses with specially formulated Lysol or Clorox "Anywhere" products as appropriate. Also, we are exploring the possibility of having professional cleaners come in nights and / or weekends .


RCPS to Host Informational Meeting for Employees, Parents, and Students on Monday, October 29, 7:00 PM, at the RCHS Auditorium:  Representatives from the Virginia Department of Health will be there to present information and answer questions about MRSA.

Panther Band in State Marching Band Festival : The Panther Marching Band traveled to Millbrook HS Saturday. According to Band Director Matt Yonkey, "The band performed better than they ever had for the State Festival.  I've never seen a group of musicians focus and work harder (for an adjudication).  The judges scored the band as 'Excellent,' falling short of a 'Superior' rating.  Many of the judges were positive in their comments, telling us we are 'so close to being a Superior band.' Only 3 schools of 16 received a 'Superior' rating." Congratulations!

Results of Recent Competitions :

•· The Panther Band earned a second place trophy in the James Wood Invitational on Oct. 13.

•· The Panther Varsity football team was defeated by Clarke County on Oct. 15, but proved Rapp belongs in the Bull Run  District by scoring two TDs in the 4th quarter. The final score was 26-14.

•· The Panther Varsity Volleyball team traveled to Strasburg on Oct. 15 to take on the Rams in a battle of teams with undefeated records in the Bull Run District. The Panthers jumped out to a 2-1 lead in games, but ended falling to Strasburg 3-2 in five games.

Division Leadership Team Hears Strategies to Improve Communication: A major goal of the RCPS is to improve communication within the schools and between school and home. We have purchased voice-over Internet phones so classrooms can communicate with the offices. We also purchased Alert-Now programming to enable us to quickly send automated messages to the homes and cell phones of parents and employees. The Division Leadership Team (DLT) of parents, teachers, support staff, administrators and school board members heard reports from both Principals at the DLT's  October meeting on ways the schools plan to improve communication.

RCES Strategies to Improve Communication :

·   Within School - Publish minutes of all meetings and put on computer system in shared folder. Principal will continue to publish weekly updates to staff.

·   School to Home - Principal will continue to send monthly newsletter to families in Tuesday Folders. Principal will send Nutrition Nuggets Newsletter home in Tuesday Folders monthly. Teacher websites will be required to be up-to-date second semester (Incentives will be considered).

·   School to Community - Continue to keep marquee up to date with PTO assistance. Two positive newspaper articles will be submitted to the local paper (one each semester) for the 2007-08 school year.


RCHS Strategies to Improve Communication:

·   RCHS teachers will send home interim reports for every student in every subject half-way through each six week period.

·   RCHS teachers will send home report cards through the students each six weeks. Report cards will be mailed home at the end of each semester.

·   Every RCHS teacher will identify one communication goal to work on for the year as part of their personal performance target goals.

·   All staff will be given a monthly calendar listing all activities for that month to include meetings, facilities use, and athletic competitions.

·   RCHS teachers will give written or verbal positive student feedback to parents on a regular basis.

·   The RCHS National Honor Society students, in conjunction with the Athletic Director, will regularly update the marquee in front of the school.

·   RCHS faculty and staff will make ongoing attempts to respond to parent phone calls and e-mails in a timely manner.

·   RCHS Student Council Association officers will deliver morning and afternoon announcements on a daily basis.

·   RCHS Teachers will be encouraged to post up-to-date classroom websites.


Note: Another major goal is to improve Math performance of students. A report will be made to the School Board on strategies to improve in this vital area at the Board's November meeting.

Late Breaking News: The Bull Run District Council has ruled that the Rappahannock vs. Clarke football game will be played at RCHS at 4:00 PM this Monday, October 15. This game was postponed from Oct. 13. Also, the Panther Volleyball Team will face Strasburg on Monday, Oct. 15, at approximately 7:00 in a battle of Bull Run district unbeaten teams. This game was to have been played Oct. 9, but was postponed due to the closing of schools.


RCPS Classes Will Resume Monday, Oct. 15: The RCPS has completed its work in an effort to insure the safety of students and staff. All disinfection of facilities was completed by 10 AM, Thursday, Oct. 11. There was no school Thursday due to Parent-Teacher conferences, and there is no school today due to staff-development meetings.

The only current doctor-confirmed case of Methicillin-resistant Staphylococcus Aureus (MRSA) was the one football player who was hospitalized on Oct. 5. We were informed of the MRSA diagnosis on Oct. 9, the day we decided to close schools for Oct. 10. That student has now been released and his parent told me the young man is "doing well." The School Nurse recommended that several students go to the hospital to be checked out by a doctor. They were all treated and released. As of noon on Oct. 12, the only doctor-confirmed case of Methicillin-resistant Staphylococcus Aureus (MRSA) was the one football player mentioned above.

Note: WE made the decision to close school for Oct. 10 and were NOT required to do so by health authorities. Most other schools who had one or more cases of students with MRSA did NOT close. We closed schools to take the precautionary steps to protect the health and safety of our students and employees.

If other cases of MRSA are confirmed by doctors, we will notify the public. We will be vigilant in following the recommendations of the Virginia Department of Health (VDH) and the Centers for Disease Control and Infection. Overview of Community-Associated MRSA

Methicillin-resistant Staphylococcus Aureus (MRSA) is a type of staph that is resistant to certain antibiotics. These antibiotics include methicillin and other more common antibiotics such as oxacillin, penicillin and amoxicillin. Staph infections, including MRSA, occur most frequently among persons in hospitals and healthcare facilities (such as nursing homes and dialysis centers) who have weakened immune systems (see healthcare-associated MRSA).

MRSA infections that are acquired by persons who have not been recently (within the past year) hospitalized or had a medical procedure (such as dialysis, surgery, catheters) are known as CA-MRSA infections. Staph or MRSA infections in the community are usually manifested as skin infections, such as pimples and boils, and occur in otherwise healthy people.

What is community-associated MRSA (CA-MRSA)?

Staph and MRSA can also cause illness in persons outside of hospitals and healthcare facilities. Data from a prospective study in 2003, suggests that 12% of clinical MRSA infections are community-associated, but this varies by geographic region and population.

What does a staph or MRSA infection look like?

Staph bacteria, including MRSA, can cause skin infections that may look like a pimple or boil and can be red, swollen, painful, or have pus or other drainage. More serious infections may cause pneumonia, bloodstream infections, or surgical wound infections.

How can I prevent staph or MRSA skin infections?

Practice good hygiene:

•1. Keep your hands clean by washing thoroughly with soap and water or using an alcohol-based hand sanitizer.

•2. Keep cuts and scrapes clean and covered with a bandage until healed.

•3. Avoid contact with other people's wounds or bandages.

•4. Avoid sharing personal items such as towels or razors.

What should I do if I think I have a staph or MRSA infection?

See your healthcare provider.

Are staph and MRSA infections treatable?

Yes. Most staph and MRSA infections are treatable with antibiotics. If you are given an antibiotic, take all of the doses, even if the infection is getting better, unless your doctor tells you to stop taking it. Do not share antibiotics with other people or save unfinished antibiotics to use at another time.

However, many staph skin infections may be treated by draining the abscess or boil and may not require antibiotics. Drainage of skin boils or abscesses should only be done by a healthcare provider.

If after visiting your healthcare provider the infection is not getting better after a few days, contact them again. If other people you know or live with get the same infection tell them to go to their healthcare provider.

Oct. 10, 2007 RCPS Facts 4U


Schools  Closed Oct. 10 Due to Infection: A student at RCHS was diagnosed and hospitalized with a Methicillin-Resistant Staphylococcus (Staph) Auras infection known as MRSA. According to the Virginia Department of Health (VDH) MRSA does not cause infection unless it enters the body through an open cut or wound. RCHS Principal Robyn Puryear, her staff, and I are working closely with the VDH which has made a number of recommendations. According to a letter to Parents from Ms. Puryear, "We are in the process of implementing an array of control measures, including environmental cleaning, thorough disinfecting of any exposed areas in the school, parental notification, and improving hand washing practices by students."
Although the VDH did NOT require us to close schools, I sent the following notice out on Ms. Puryear's letter: "So that we can do necessary disinfection procedures at the schools BOTH SCHOOLS WILL BE CLOSED WED., OCT. 10. THE SCHOOLS WILL REOPEN AT NOON THURSDAY, OCT. 11 FOR PARENT CONFERENCES (2-5 & 6-8 PM). ALSO, THERE WILL BE NO AFTERSCHOOL ACTIVITIES WED. OCT. 10."

One of the recommendations the VDH Epidemiologist made was to have the School Nurse screen all football players for symptoms. Three were found to have raised red bumps and were sent to the hospital. The hospital treated (with appropriate antibiotics) and released these three players. Ms. Puryear told me today that the hospital did this "preventive treatment" and did NOT make a MRSA diagnosis, apparently feeling their cases had been caught soon enough to not require hospitalization. The school learned Tuesday that another football player had been diagnosed and treated for the same infection in August. According to the VDH there is no requirement for physicians to report individual cases to VDH, which is why the school was not informed of this case until Principal Robyn Puryear inquired on Oct. 10.

Procedures we are following :

A professional cleaning company is cleaning/disinfecting all athletic areas at RCHS. High School Principal Robyn Puryear, AD Bob Czekaj, Assistant Principal Andy Hipple, various coaches, custodians, and volunteer employees are following the disinfection procedures recommended by the Infection Control office at the hospital to swab down all other areas with a Clorox/water solution. A specially formulated Lysol product will be sprayed on all desks, chairs, door knobs etc at RCHS. RCES Principal Carol Johnson and staff volunteers will work to use the specially formulated Lysol product on all desks, chairs, door knobs etc at RCES. The transportation staff will disinfect the School Buses.

All football uniforms will be washed in commercial washers at high temperatures with disinfectant solutions. Two football coaches volunteered to leave the school at 4 AM today to transport all football pads, helmets, etc to Philadelphia for commercial disinfection.

Additionally, we are in the process of making modifications in the coming weeks to the wrestling room / football locker area to install windows and a high cfm exhaust fan. Provisions will also be made to purchase a commercial washer / dryer to regularly wash / disinfect players' uniforms. The players are issued separate equipment, but we need to also provide separate locker space in the future so that belongings can be kept separate and hung up to dry.

No School Oct. 11 and 12 : On Thursday, Oct. 11, Parent - Teacher Conferences will be held from 2:00 - 5:00 and 6:00 - 8:00. RCHS will hand report cards to parents on parent conference night. On Friday, Oct 12, the RCPS will hold a Staff Development Day.

Student Recognition: Traditionally we have recognized members of State Championship Teams at School Board meetings. The RCPS Administrative Team has decided to recognize students for academic achievements as follows:

· Recognize the RCES students achieving perfect SOL score(s) in 2006-07 at the Oct. 9 School Board meeting

· Recognize the RCHS students achieving  perfect SOL score(s) in 2006-07 at the November Board meeting

· Recognize those RCHS students that Advanced Placement (AP) identifies as "AP Scholars," "Scholars with Honors" and "Scholars with Distinction" at a future Board meeting.

· Recognize those RCHS students that the Cambridge International program identifies as "A" or "A-Star" at a
future Board meeting.

· Recognize those RCES and RCHS students who have made "significant improvement(s)" in some aspect of their job as a student at a future board meeting. A team of teachers and administrators is working to define "significant improvement."


Support RCSSA's Panther Classic Golf Tournament! This tournament will be Saturday, October 20, 2007 at 9:00AM at Bowling Green C.C. (North Course) Front Royal, Virginia. The RCPS urges community members and businesses to support this tournament and other projects of the RCSSA, the sole authorized representative to solicit funds for the RCHS Athletic Department.

Tournament Format: four- person Scramble, Captain's Choice. Hole in one prizes include: a) $1,000,000 (Million Dollar Prize paid out as 40-year annuity). Only Amateurs as classified by the USGA are eligible to win.

Superintendent Provides Enrollment Report to School Board:

In February of each year the RCPS Superintendent makes a projection of student enrollment for the following year as a means of estimating State revenues which are based on March 30 "Average Daily Membership" (ADM). Factors that are considered in making the projection are a) Number of students in the graduating class,

b) Estimates of the size of the incoming Kindergarten class, c) Estimates of tuition students, and d) Estimates of transfers in - out. The Superintendent also reviews the State's projections:

"A more conservative projection for 2007-08 would have been 977," said Superintendent Bob Chappell. "We expected 88 students to graduate in June 2007 and figured to have around 70 in the incoming Kindergarten class. However, based on inquiries from parents in surrounding counties, I estimated a possible doubling of the number of tuition students from 7 to 14. I also estimated a net increase of 10 in the transfer rate from students previously enrolled in home-schooling or private education."


What actually happened :

Graduates = 88, Kindergarten students in Aug. 2007= there were 56 instead of the estimated 70 (-32)

Tuition students= we have 11 instead of the projected 14 (  -3)

Transfers to-from private education and home-schooling net gain= 8 (two less than expected)    (  -2)

Transfers to-from other public schools= net loss of 12     (- 12)

Foreign exchange students= 7 in 2006-07, 4 in 2007-08   (- 3)

Total number of students subtracted from projected 995= 52 for membership of 943   (- 52)


Finally, Chappell stated: "If my overly optimistic projection of enrollment for this year (off by -5.23%) , has offended anyone, I'm sorry for that. However, I'm in good company. The State missed the projection for Rappahannock by -8.54 % (see above chart).


Varsity Football Wins Two in a Row to Christen New  Stadium: The Panther Football Team defeated Timber Ridge HS on Sept. 28 and Chincoteague HS at the RCHS Homecoming on Oct. 6 to run its record to 2-3. RCHS held its first homecoming at the beautiful football / soccer / track complex at Panther Stadium (track completed 7/07). We thank the taxpayers of Rappahannock County.  We also thank the Board of Supervisors (BOS), the School Board, and County Administrator John McCarthy who worked together to make the new track and field a reality, saving over $275,000 in cost reductions from the original bid. Thanks to former RCHS Teacher / Track Coach Ann Spieker whose foundation provided over $50,000 of the track costs. Thanks also go to the Rappahannock Co. School Sports Association (RCSSA) which donated the funds and labor (including volunteer electrical services by a member of the BOS) to build the new concession stand/press box. The RCSSA also partnered with the School Board to provide 50% of the funding for the fence around the track. More than 120 students participated in the on-field Homecoming festivities: Football players - 43, Marching Band members - 44, Cheerleaders - 21, members of the Homecoming Court - 15. Also, more than 100 RCHS Alums attended the game and registered to join the RCHS Alumni Association .

It's Official! Both Schools Fully Accredited: On Sept. 27 the State announced accreditation ratings for schools for 2007-08 (Based on testing in 2006-07). For the fifth consecutive year both RCES and RCHS are fully accredited! We credit the work of teachers, aides, students, parents, support employees, and administrators for continued success in this area. We are working diligently to make sure that all students learn, with as many as possible at advanced levels.

RCPS Crisis Management Plans Updated : School Administrators met as planned during August with County Emergency staff, Sheriff's Department Personnel, and a State Police representative to revise the RCPS Crisis Management Plan.

The Rappahannock County Public School Division has established crisis management plans and policies for how all types of potential crises are to be handled.

Crisis management is part of the school division's approach to school safety. It anticipates potential problems and establishes a coordinated response to minimize the stress and disruptions a crisis might bring to bear on the school division and the community.

Each school has emergency and contingency plans in place to respond to different types of events as they occur. Each school has also established a Crisis Team that is an integral part of the school's emergency management plan.

The school division works closely with local law enforcement, emergency, and fire/rescue agencies to coordinate responses to particular incidents.

The school division uses a variety of methods to contact parents in an emergency:

Safety Drills Will be Held at Both Schools in the Coming Weeks : Staff at the two schools will undergo additional training on the use of the Crisis Management Plans. To provide practice for staff and to familiarize students with the procedures, the Principals plan to conduct safety drills before the end of October. The Rappahannock County Sheriff's Department and the Rappahannock County Emergency Coordinator will have representatives on the scene to observe the drills.

Jenkins Earns Baseball Honors: Congratulations to Panther Second Baseman Travis Jenkins who was named to the 2007 First Team All-Region B  Baseball Team. There are 20 teams in Region B. Travis also earned Honorable Mention All-State as a Junior.

RCPS Participates in Education Forum Sponsored by Congressman Cantor:

On September 21 RCPS Supt. Bob Chappell met with Congressman Eric Cantor, Deputy US Secretary of Education Raymond Simon, and 20 other Superintendents and School Board members from the 7th Congressional district for an Education Forum in Henrico County. At the meeting discussions were held on how to increase federal resources for schools to be successful in meeting the standards of the No Child Left Behind (NCLB) Act, and on making the NCLB a more positive process for making certain that all children learn. Chappell presented Congressman Cantor a School Board resolution supporting proposed changes in the NCLB, and gave him a letter on behalf of the School Board requesting support for more federal funds for Rappahannock County. Chappell asked Secretary Simon if steps could be taken for NCLB to recognize the graduation of certain students with disabilities with "Modified Standard Diplomas." Students must pass certain general education classes and SOL tests in order to earn the "Modified Standard Diploma." Currently, NCLB does not recognize the "Modified Standard Diploma" in the calculation of the graduation rate. The graduation rate is one of the 29 standards schools must pass to make Adequate Yearly Progress (AYP). Note: Students with disabilities may also earn the Standard and Advanced Studies Diplomas, and many Rappahannock students have earned those diplomas.

RCHS Marching Band Hangs with Large Schools - In marching band competition on September 8 th the Panthers competed against five AA and AAA high schools. The judges ranked Rapp 3 rd ahead of Spotsylvania, Chancellor, and James Monroe High Schools. Congratulations!


Message from VA Department of Education: Spirit of the Commonwealth Award: The Virginia Department of Education (VDOE) is pleased to announce the Spirit of the Commonwealth Award. Based on its Student Advisory Committee's recommendation, the Board of Education established the Spirit of the Commonwealth Award to acknowledge the importance of promoting student involvement by recognizing student leadership in the school and community. The award will be given annually to individual public high school juniors who have demonstrated academic achievement, well-rounded participation in school activities, and community and civic responsibility. Individual public middle/junior and high schools are also able to receive an award by providing diverse opportunities for students to serve the community and others in co-curricular and/or extracurricular activities, such as service learning and volunteering experiences. This award represents an opportunity for schools to demonstrate how character education is put in action.


How to Submit A Nomination: To be considered for the award, a student must be nominated by a school division principal, teacher, guidance counselor or parent. Nominated high school juniors will complete an application and submit it with letters of recommendation to their respective principals. Each high school principal, with the assistance of a school team, reviews all applications and selects the most qualified applicants in their respective schools. The names of the selected applicants are to be forwarded to the school division administration for review and submission to the Virginia Department of Education.

Individual middle/junior and high schools must also be nominated by a principal, teacher, staff member or parent. Principals of nominated schools will submit an application to their respective school division administrators for review by a division team. Schools Prepare Pandemic Plans: During the spring of 2007 a team of school administrators, health professionals and a parent volunteer put together a preliminary Pandemic Flu Plan. The plan includes protocols for communication among school and health officials, employees, parents, and students in the event of an impending epidemic. If it becomes necessary to quickly close schools due to an impending pandemic, the RCPS will use the newly installed "Alertnow" automated notification system as well as the usual methods of notification. If it becomes necessary to close schools due to a pandemic we will inform parents of any plans that may be developed for continuation of instruction during a pandemic. The plan also includes a section on "infection control." Health officials provided school employees training on effective general infection control procedures during August. One of the suggestions made by the medical staff providing training for general infection control was to periodically wipe various surfaces in the schools and buses with Clorox wipes. We are currently exploring the implementation of this procedure that was not included in the 2007-2008 budget.


RCPS Conducts Second Test of Automated Notification System: The RCPS conducted a second test its new "Alertnow" automated notification system on Friday afternoon, September 7. The system will be used for school closures, important school news, or in an emergency. Parents who DID NOT receive the automated message on Sept. 7 are asked to check with the school to make certain the school has the correct telephone number. We plan to add available cell phone numbers to the system before the next test. We plan to conduct the third test of the system on Friday afternoon, September 21. Note: Use of the Alertnow System requires the person making the announcement to have access to the Internet. If this is not possible locally, it may take time to seek Internet access at another location.

Schools Make Adequate Yearly Progress: According to VA Department of Education reports both RCES and RCHS made Adequate Yearly Progress (AYP) based on testing and other benchmarks achieved during the 2006-2007 school year. The School Division and the State did not made AYP. We have not received the official notification on State Accreditation for 2007-2008, but anticipate that both schools will be "Fully Accredited" based on SOL testing during 2006-2007.  We teach Rappahannock children a wide range of information including the Virginia SOL. We appreciate the great job our teachers, support personnel, and administrators do to make our students and schools successful.

RCPS Begins 2007-2008 School Year: Classes began in the RCPS on Monday, August 27. There is a preliminary count of 917 students with more expected by the day after Labor Day. Most Varsity athletic teams participated in scrimmages during August. In the only regular season action to date, the Varsity Volleyball team opened the season with victories over two Group AA teams: Warren County and Millbrook High Schools.

RCPS Instructional Technology Resource Teacher Honored: Ms. Amy Gubler, RCPS Instructional Technology Resource Teacher, has been named President of the Shenandoah Valley Technology Consortium (SVTC) for the 2007-2008 school year. Congratulations!


RCPS Teachers Honored : Gifted Education Teacher Lilo Wolfe, RCHS English Teacher Melissa Delcour and Next Step Director Miranda Hope were selected by students attending the Virginia Summer Residential Governor's School to attend the program's Teacher Recognition Day, go to classes and meals with the students, and receive a Presidential Citation for Outstanding Educators. Congratulations!


Superintendent Appointed to the State Special Education Advisory Council : In August the Virginia Association of School Superintendents nominated Rappahannock Superintendent Bob Chappell to serve on the Virginia State Special Education Advisory Council. Annual Notification to Parents and Employees : In an effort to protect students while they travel to and from school, attend school or are at school-related activities, the RCPS has requested electronic notification of the registration or re-registration of any sex offender in the same or contiguous zip codes as the school. We began this several years ago when the State started providing the information. We are in the process of providing employees access to the list of persons who are found on the State Police website:

Superintendent Gets Response from the State on Efficiency Review Request:

During the 2004 - 2005 school year, Superintendent Bob Chappell made inquiries to the State about getting a "School Efficiency Review" of the Rappahannock County Public Schools. Finally, during the spring of 2007, the State Department of Planning and Budget agreed to put the RCPS on the schedule for a review. According to Chappell, "I've contacted the State several times during the summer to remind them that we want to get the review done this fall before the budget development process gets underway. On Aug. 20, we received a Memorandum of Understanding (MOU) from the State to conduct the review during this fiscal year. Board Chairman Ken Marlor and I will execute the agreement with the State later this week.

During the budget process last spring we documented several hundred thousand dollars saved over the last several years. We look forward to having an outside group take an objective look at our fiscal operations to see if there are additional funds that can be saved."

I apologize to Mr. Smith for listing his name incorrectly. We have provided the Smith family an electronic version of the corrected newsletter. The policies are being updated.
